Those 2 seats are being used by Pax from NZM to NGP/before NGP and hence NZM Authority can allocate those seats as per WL preference to pax boarding from NGP/any place after the previous person will de-board.

But then thr was no movement in the status of 3rd passenger when i noticed earlier otherwise it would have been a normal booking only.
Yes because, the first 2 passengers were allotted berths and those tickets were not cancelled; hence there was no movements of the 3rd pax.
