Q. Why metro is not 24 hours?
Answer: It's a matter of economic viability. Running a mass transit system is expensive - the bill of salaries and utilities itself is huge. Also, the few hours a metro is shut are used for maintenance. Even the Tokyo metro/train system (which is the busiest such system) doesn't work beyond midnight.

In North America, it runs 24 hrs. In cities with nightlife, it may be feasible to run metros at reduced frequency (30 mins or so) from 12-6AM . Probably Delhi's yellow line on a truncated route from Rajiv Chowk to HUDA.
Delhi population is 4x times of New York city. It depends on the nightlife and no of ppl who are willing to take the subway at night. DMRC definitely is safer than NYC subway, so it might be a good option.
Now with changing time Skelton service of metro should be available in night too on terms of Mumbai local. 1 train on route every 1 hour will be good
