If they are introducing VB from Pune to Belgavi then it should be upto Hubli for better patronage. 560km can be covered in 8hrs. 600-1400 return 1500-2300. If they are planning Intercity should be limted to Belgavi.
How long is the ghat section? Can't 280km be covered in 4 hrs with 70kmph avg from Miraj to Pune. The first VB wil be Kolhapur to Mumbai or reverse. After the success of that VB they will think of Pune Belgavi/Hubli or there is strong MP lobby from this region to push for in next 2 rounds. Both VB should be in opp directions to be successful.
Pune UBL might look tough for now. Lot of speed restrictions not only in Shindawane ghats but also in DWR-BGM section.
If you want to consider as a stretch then you need to consider Pune - Satara
