1seat aapka GNquata me CNF hua hai, 1RAc hai Qki NGP se chart abhi preparation nahi hua hai.
This is known fact but the question is allotment of berth no before chart preparation...
I know that specific quota like HO, quota from VIPs will get berth nos before chart preparation...
But how can a GN CNF berth gets it???

Its confirmed because of the Higher Official Quota. It can get confirmed before the chart preparation from the originating station.

The first passenger has been confirmed while preparing chart for the General Quota from Howrah. Within their quota, they found during charting that this leg (Nagpur - Akola) was vacant and the first passenger has been allotted that berth. Since only one berth was available before they reached till your PNR, the other passenger is pending for Nagpur itself whose luck will be decided while charting takes place for Nagpur quota.
Till Nagpur charting does not take place, the status 'Chart Not Prepared' shall stand.
