1) Because 1xxxx series for that division and zone must've been saturated.
2) A train is SF if the SECOND DIGIT is 2 irrespective of other digits.

some slip trains also have digit starting with 2

Ye aisi bechari superfast hai jisko aj NCR walo ne Karbigwa pe rok k Sangam ko aage nikaal dia.. :P
i hav seen one or two trains whose number changed frm 1 series to 2....and the original 1 series number given to another new train...dont remember the exact train..
Eariler IR used the 4 digit number, but since the numbers has exhausted IR introduced 5 numbering system(XXXXX). The 2 series was introduced by IR since the existing numbers got exhausted. For ex: When IR introduced Ltt-Manmad Rajyarani exp the ideal number should have been "1211x or1210x"(Since it's CR Mumbai Division train). But all the 1211x & 1210x series number were already allotted to other trains and no extra number was left. Hence number 1 was replaced by 2 and the train was allotted 22102 number.
