New budget system has nothing to do with availability of Rly budget documents to concerned Rly officials. This year too Railway Budget has been made by Rly officials as usual, the only change in the new system is RM does not spell out Rly Budget details in the parliament and there is no separate discussion/passing of Rly budget. The Rly budget shall be automatically passed once the general budget is passed.

by the parliament as after budget presentation, the parliament was suspended for a day(2nd feb). It is reported in newspaper that the same shall be issued tomorrow by the parliament.

Flexi fare aane ka bhi bahut bada kaaran hai, non ac pax subsidy jo ki Rs 4000-5000 crore se badh kar aaj Rs 35000 crore ho gaya hai. Aur pax subsidy badhne ka kaaran hai non ac (and to some extend ac fares too) ke fares nahin badhaane ki parampara jo ki Laluji ki den hai!!

kharaab ho gayee aur baad wale RMs boond boond doodh ko taras gaye. Bihar se khoob trains chala ke NDLS-HWH track ko choke kaiya aur saturated tracks ka tripling karne ke bajaay loss making new lines apne rajya mein banwate rahe aur vote ke saath saath wah wahi bhi lootate rahe. In karmon ka natijaa aane wal RMs ko bhugatna hoga.

Didi ki krupa se to gaay haddiyon ka dhaancha (Financially sick) reh gayee (stubbornly continued tradition of no fare rise and ate up depreciation & safety fund and hence maintenence/ renewal was compromised later on). Aaj to gaay ko khadaa rahna mushkil hai doodh to bad ki baat hai (as OR deteriorated and has crossed 100 on some occasions)

Is gaay ko vaapas khadi karne aur tandurust banane ke chakkar mein RM Prabhu kadwi dawa ke doses (Flexifare, Special fare trains, higher cancellation charges, platform tickets etc) de rahe hai aur kop bhajan ka patra ban rahe hain. Jise yeh baat samajh mein aati hai use Mr Prabhu best ever RM lagega. Jise yeh baat samajh mein nahin aati aur adhikaadihunhe one of the worst lagenge.

Orissa CM has very rightly pointed out that the amounts specified as planned outlays (in pink book) are not actually being released during the course of the year and here many RMs play mischief of misleading the parliament and nation.

There has to be strict mechanism to monitor that the funds go to the allotted projects and not elsewhere.

the same time, there has to be clear cut guidelines to properly use the aliotted fund in some other project, in case the progress of a project is struck for reasons beyond the control of IR, like pending environmental clearance, court cases or land acquisition problems etc.
