Yes, it lies close to it. Ironically I have seen more passengers deboarding at Palam than Delhi Cantt. Trains usually slowed down at Palam while taking the loop[since the main up line was blocked by freight usually] and passengers would whoosh down from the running train. Heck, in many cases, the train would completely grind to a halt for couple of minutes despite there being a clear green signal.
