Ha waise bhi ye via Baraut Shamli jaa rahi hai jo via Ghaziabad Meerut jitna congested bhi nahi hai... Maybe Delhi mein kuch constraint ho sakta hai...

I don't think so it's just election effect, Western Railway decide to decongest Borivali by given stoppages to other station also like Andheri, Palghar and Boisar. So, passenger can took trains from other stations also.
How could stoppage of Palghar decongest Borivili it's not even a suburb of Mumbai. Andheri is in Mumbai core city and can provide an alternate connectivity to Borivili.
There are many residents of Palghar, Boisar as well as Dahanu are basically from Rajsthan and Gujarat. If they want to travel they have to took train from Borivali only. Only few south bound trains stop at Vasai Road.
