Biggest ever outward migration happens in the state of Bihar. Instead of new trains etc, it is high time the govt spends time and efforts in creating jobs in Bihar itself.............there is a need to cut down on the outward migration

Also the state govts of UP, Bihar, Jharkhand, Rajasthan, MP (BIMARU states) have to take steps to control their population. Even now the Total Fertility Rates of these states is more than 2.5. India cannot be called a developed nation even when a few states are lagging behind in human development, which drag down the nation's HDI.
