How they have decided beforehand that no one is going to travel in AC local.
But i think that they should have introduced AC coaches to existing trains that would have benefitted masses more. But still we cannot decide now that too before running of the train.let the train run then we will come to know the occupancy

IMO its not a logic. Its a fact.
About 6000 people travel in NON-AC rake & some of them may travel through AC local.... but MANY of them (especially people travelling through 2nd class) cannot afford AC fare and so obviously they will have to travel in Non-AC local Prior OR Next to AC local...& so these 2 Non-AC locals will obviously get extra-crowd....!

Your point is correct. Many will not travel in AC local.
But I am asking how can you be so sure that not everyone can afford the fare.
Till now whether a person holding good position or holding a lower position both travel in same class.
Also why then FC is so crowded. Lets compare fares
