Dear friend, had IR handed over the job to private contractor, it would have taken mare than 117 days to start the job and years to complete the job.
It is a lesson to IR management & contractors, that how fast such complicated jobs can be successfully done. They need to learn and imbibe such techniques & practices

Indian contractors/managers/engineers/workers need to be much more disciplined and sincere. Since the contracts often go the Lowest bidder or the ones who could "manage" to get it rather than the ones with strong technical & financial credentials, the delays and poor quality of construction are inevitable.
* Army should recruit more engineers, supervisors, workers to strengthen its construction wing and take important & challenging assignments like this one
