The article clearly mentions how interdepartmental wars etc hamper decision making in railways.Same can be seen in how zones/divisions also end up creating bottlenecks trying to fulfill their own interests at the cost of large objective.
Extremely difficult to change the mindset for such a large and complex organisation.
