From a long term point of view these are definitely good measures. The biggest challenge is implementation and ensuring that everything is followed. As it is railways always keep on giving reason of lack of staff leading to unmanned coaches and tickets not being checked. Hope at least they rectify it now. In lots of places migrant labourers and other people are just waiting for trains services to start .....so it will surely lead to unwanted rush
