Performance Rating factors are based on "Inequality"
Zonal bifurcation is based upon Locations.
Some locations are naturally abundant in 'Customers' and business is good, and result is continuously progress.
whereas some zones are deprived of 'customer base' and absence of business deprives them of showing their performances...

If IR declares the criterion upon which zonal performance is judged , people will know who is playing 'Game"
in this context, I remember my previous employer. where all departments will be rated for 'Safety' and rating done. The Production department had made it a point not to lose the no.1 position.
I was member of committee which inspected various safety aspects. as a team we will visit the plant, and I noticed that production people were violating safety norms such as not wearing safety gloves, shoes, and masks for breathing.
I asked why is it so?
They replied 'you are coming first time. and this will be your last time. after that my report was changed by chief of the committee to suit the 'requirement'
So this is how all entities are running a show ...
