MUMBAI: In sleepy hamlets, fishing villages and traditional gaothans in Bhayander and Vasai-Virar on the outskirts of Mumbai, a wave of resentment is spreading among local residents.
The trigger for the resentment is the draft regional plan issued by the Mumbai Metropolitan Region Development Authority (MMRDA), which envisages urbanisation in no-development zones, hazardous industries in green zone belts and multi-storey buildings around traditional gaothan villages. The total investment is a whopping Rs 1.14 lakh crore for road, rail and infrastructure projects over the next two decades.
With barely three weeks remaining for submitting
their objections and suggestions to the authority, locals said the draft plan will have “serious’’ repercussions on their region, which provides flowers, fruits and vegetables to Mumbai.
The MMR region extends over an area of 4,311 sq km and covers entire Mumbai and parts of Thane, Palghar and Raigad districts. Areas include Vasai-Virar, Karjat, Khopoli, Ulhasnagar, Kulgaon-Badlapur, Uran and Navi Mumbai, with a population of around 22 million.
The draft plan (2016-2036) was published by MMRDA last September, but most residents remained clueless about it until now.
Since last month, over a dozen protest rallies have been held organized by local civic groups. Last week, around 3,000 residents gathered for a meeting held in the vast complex of a 400-year-old Portuguese church in Uttan, Bhayander.
Samir Vartak, a former zilla parishad member, said 13,000 objection forms were distributed to villagers in the last one month. “The locals are still not aware about the proposed development,’’ he said.
Tony Dabre, ex-sarpanch of Vagholi village, said, “People are angry. The government is trying to impose a plan the locals don’t want.’’ Environmental activist from Vasai, Father Francis D’Britto recently formed an environment protection committee to counter the new plan.
According to the draft plan, industrial development will be allowed on land parcels of 10 hectares (25 acres) or above in green zone I. Moreover, buildings 15 metres tall (about three to four floors) will be allowed in such zones.
A buffer zone of just 30 metres has been proposed from the edge of forest zones and water bodies.
Buildings with “low heights’’ will be permitted in the Matheran foothills area, which has been earmarked as an “institutional zone’’.
“The Matheran hills are encircled with the proposed multi-modal corridor connecting Virar to Alibag and the Central Railway line. In order to maintain a buffer between the hills and the encircling transport network, institutional zone is proposed with low-rise development and large-scale developments which will not require further road networks,’’ said the report.
In gaothans which have bungalows and one-storeyed houses in narrow lanes, the MMRDA has proposed a height of 24m (about seven floors) as part of its Gaothan Expansion Scheme. Such structures will be permitted 200m from the boundary of the gaothans. Four growth centres have been identified across the region to create employment opportunities in the tertiary sector. These are pockets of 5 to 13 sq km each in Vasai, Bhiwandi, Kalyan and Panvel tehsils.
In all, the new plan has earmarked an area of 1070.08 sq km as “urbanisable zone’’.
“To attract industrial development, industries are proposed to be freely permitted in the Urbanisable Zone and Green Zone. Seven pockets of land are identified in Virar, Bhiwandi, Taloja, Khalapur, on both sides of Amba River, and Khopta for industrial development. These pockets total an area of 78.06 sq km,’’ said the draft report.

Looks like an environmentally sensitive issue.
It is seen that the authorities many times turn blind eye to the environmental degradation due to a developmental projects like new factory/residential/commercial/road/railwayline.
On the other hand there are many organisations (often with vsted interests) alway oppose any development tooth and nail and at the same time want aid/help from govt.
Country needs development
for the well being & prosperity of citizens. A Right balance have to be struck so that the development happens either without any environment damage or with a provision to nullify the suspected environmental degradation through mitigative measures like growing trees in lieu of uprooted ones.

- बारिश के कारण इन दिनों मुंबई लोकल 15-20 मिनट की देर से चल रही है। सीएसटी की ओर जाने वाली सभी लोकल ट्रेनें प्रभावित हैं।
- इससे ऑफिस और स्कूल जाने वालों
को दिक्कतों का सामना करना पड़ रहा है।
- शुक्रवार सुबह मुंबई के भिवपुर स्टेशन पर सिग्नल फेल हो जाने से एक लोकल ट्रेन करीब 15 मिनट देरी से बदलापुर स्टेशन पहुंची।
- ट्रेन के स्टेशन पर पहुंचते ही नाराज पैसेंजर्स इंजन और ट्रैक पर खड़े होकर रेल मंत्री के खिलाफ नारेबाजी करने लगे।
- 5 घंटे तक पैसेंजर्स इसी तरह से बदलापुर रेलवे स्टेशन पर खड़े रहे और पूरा सेंट्रल रेल रूट ठप पड़ा रहा।
- मामले की जानकारी रेल मंत्री तक पहुंची तो उन्होंने थोड़ी देर बाद ट्वीट कर रूट के क्लियर होने की जानकारी दी।
- इसके बाद आरपीएफ के प्रयास से ट्रैक पर जमा लोगों को हटाया गया और रूट शुरू हो सका।
कई ट्रेनें हुईं लेट
- बदलापुर रेलवे स्टेशन पर चल रहे प्रदर्शन के कारण सेंट्रल रूट की कई गाड़ियां प्रभावित हैं।
- कर्जत से कल्याण के बीच पिछले 3 घंटे से कोई भी ट्रेन नहीं चल रही है।
- पीक ऑवर्स होने के कारण प्लैटफॉर्म खचाखच यात्रियों से भरा हुआ था।
- अंबरनाथ से कर्जत स्टेशन के बीच चलने वाली लोकल ट्रेन धीमी रफ्तार से चल रही है।

Suburban rail commuters had a harrowing time on Friday with Central Railway services being disrupted in the morning by commuters protesting delay in services and Western Railway coming to a grinding halt in the evening due to a technical snag.
Trouble began early Friday morning after a 5.05 am local train to CST arrived almost 30 minutes late at Badlapur station. Miffed passengers subsequently got on to the tracks and started a protest rally.
Central Railway authorities claimed that the delay was caused due to a technical snag between Karjat and Bhivpuri Road
stations. Commuters, however, claimed that services to Badlapur have been poor for quite a long time now and said that they would protest unless their demands for improved services were met.
The Karjat-CST local was delayed due to a technical snag near Level Crossing Gate no 26 between Karjat and Bhivpuri Road and arrived at Badlapur 20 minutes behind schedule. Passengers at Badlapur started their agitation from 5.25 am. Around 5.55 am, the Thane-Karjat local was also stopped by protesters,” said a Central Railway official.
The protesters squatted on the tracks for close to five hours leading to 46 train services being cancelled. Hence, the Central Railway schedule was thrown out of gear.
Union Railways Minister Suresh Prabhu took to Twitter to request commuters to stop protesting. “GM DRM, officers directed early morning to help passengers in #Badlapur, sort out their problems. Requesting all not to agitate, all steps taken,” Prabhu tweeted.
Officials said that 30 special trains were run between Ambernath and CST/Kalyan, Vangani-Karjat, Karjat-Khopoli during the period. Services between Ambernath and Karjat restored at 10.55 am.
Many long-distance trains were also rescheduled owing to the disruption. Expressing disappointment, Raj Bhavsar, a commuter, said: “I was coming from Pune to Mumbai. My train, Deccan Queen, was made to halt at Karjat station at 10 am. From there, it was diverted to Panvel, then Diva and finally reached Chhatrapati Shivaji Terminus (CST), almost two hours late. Commuters were seen walking on tracks between Badlapur and Karjat. It was chaotic.”
Officials from Government Railway Police (GRP) and Railway Protection Force (RPF) were sent to Badlapur station early in the morning. “Almost 100-150 GRP and RPF officials were sent to Badlapur to bring the situation under control. Commuters were walking on tracks to stop train services . After almost five hours, agitated commuters gave in and services resumed,” Sachin Bhalode, Divisional Security Commissioner, RPF, Central Railway.
The Divisional Railway Manager will hold a meeting with a delegation of Badlapur commuters next week so that the problem can be discussed properly. Later in the evening, services on both up and down lines of the Western Railways were affected owing to a technical failure. While many commuters were stranded on platforms, others were seen walking on tracks. “Services are affected as the overhead equipment was not holding power on up-slow and down-fast lines between Marine Lines and Charni Raod from 5.45 pm,” said a Western Railways official. Approximately 60 Western Railways train services had to be cancelled during the evening rush hour.
Not only were trains overcrowded, Churchgate station also saw a huge rush. “I have to reach Virar station. At least the rest are using other modes of transport but I have to depend on trains to reach home,” said Akash Bilani, a commuter.
While the technical problem was solved by 6.30 pm in the evening, services continued to remain late for the later hours of the day. Amid all these disruptions throughout the day, the Railway Board on Friday decided to transfer Amitabh Ojha, the Divisional Railway Manager, Central Railway. Confirming the news, officials said he was supposed to be transferred after three to four months, not so soon.
Elaborating on the issue, Narendra Patil, chief public relations officer, Central Railways, said: “The Divisional Railway Manager’s transfer was supposed to happen three-four months down the line. Doing it early was completely the decision of the Railway Board in Delhi.”
Ravinder Goyal, Divisional Railway Manager, Bilaspur, is likely to take over as the Divisional Railway Manager, Central Railways.

The agitation by passengers at Badlapur on Friday morning affected train services in Pune, too. Several trains arriving from Mumbai to Pune were delayed by nearly two to three hours, say frustrated passengers, who had to face hardships at Pune railway station.
On Friday morning, a mob of commuters stopped approaching trains by protesting on the train tracks, after a Karjat-bound train arrived later than the scheduled time. The passengers refused to leave the train for three hours, demanding assurance from the authority.
The agitation continued for several hours affecting the Central Line
of Mumbai locals.
Unfortunately, the wrath also caused inconvenience to Pune passengers, who had to wait for hours for the arrival of trains from Mumbai.
According to railway officials from the Central Railway's Pune division, there was no movement of trains for a couple of hours.
Udyan Express was delayed by over five hours. The train was to depart from CST station at 8.50 am but due to the agitation, it was rescheduled at 2.30 pm. Further, all the trains running between Pune and Mumbai, including Sinhagad Express and Pragati Express, were running five to six hours late, as well.
According to railway officials, the trains that left from Pune were departed at their scheduled time but they could not reach Mumbai on designated timings due to the protest.
The Pune-Solapur passenger train had to be canceled on Friday.
Commuters at Pune railway station expressed dissatisfaction over the chaotic situation. S Sunitha, who was travelling to Bangalore, lamented, "I turned up at Pune railway station an hour early than the scheduled arrival of the train. I waited here for more than three hours, yet there was no sign of my train to Bangalore. The agitation caused inconvenience to several here."
