Citing losses, the Railways has decided to stop train services in eight routes in the state, leading Chief Minister Mamata Banerjee on Friday to accuse the Centre of using “strong-arm tactics” to “deprive Bengal”. Mamata’s reaction comes in the wake of the chief commercial manager of Eastern Railway, writing to state Chief Secretary Malay Kumar De, stating that train services in eight routes needed to be terminated as they were incurring losses. The letter — received on Friday by the chief secretary — said the services either needed to be stopped or the state government should bear half of the losses incurred.
The Eastern Railway, in a statement, said the letter was sent on the basis of the report of Public Account

Committee as an Action Taken Report. It added that such letters are sent to other state governments as well and that Eastern Railway has no such intention of closure of any route. This decision can only be taken by the Ministry of Railways and not by the Eastern Railway, the statement said.
Speaking to mediapersons at state secretariat Nabanna, Mamata said: “How can this happen? How can they do this without even consulting the state government? These are socially-viable projects. Railways have a social responsibility. The Centre is using strong-arm tactics against Bengal. It is depriving Bengal.”
Alleging that the Centre is dictating terms by force, she added: “I will not allow such deprivation of Bengal by the central government.” Referring to the loss-sharing theory, Mamata said the Centre was already taking a lot of money in terms of taxes and cess. “Why are they asking for more money? Besides, they are also taking Rs 50,000 crore every year as repayment of loans taken by the previous government,” she added.
As per the letter, the eight train routes are — Burdwan-Katwa, Sonarpur-Canning, Santipur-Nabadwipghat, Barasat-Hasnabad, Baruipur-Namkhana, Ballygunj-Budge Budge, Kalyani Simanta-Sealdah and Bhimgarh-Palastali.

KOLKATA: When the New Delhi-Howrah Rajdhani Express finally chugged into Howrah station, it was nearly 4am on Thursday. The train, which was supposed to start from New Delhi at 4.55pm on Tuesday and reach Howrah at 9.50am on Wednesday, began its journey well past midnight due to a dense fog cover and reached its destination about 16 hours late. And officials don't expect a respite from the fog till after January 15.
"The situation is critical. The fog in the New Delhi-Kanpur-Mughalsarai section is so dense that even high-speed trains like Rajdhanis are unable to move at speeds over 10 km/hr along certain stretches. Most passengers are reaching the stations well in advance and are being forced to spend long hours in

the trains. In some cases, toilets run out of water and the pantry runs out of food," said a senior railway official.
After it started from Delhi, the train took nearly 15 hours to travel 440km to reach Kanpur, a distance normally covered in five hours.
The Howrah-bound Rajdhani scheduled to depart New Delhi on Wednesday evening started at 2.15am on Thursday and at 5.50pm, it had just crossed Kanpur. The Sealdah-bound train was close behind. Unless things improve, the trains will reach their destinations only on Friday morning. The New Delhi-bound Rajdhani that started from Howrah on Wednesday reached the station after 9pm on Thursday.
"We are unable to cancel trains since so many people are involved and the connectivity between New Delhi and Kolkata would get totally cut-off. But with trains getting delayed, the schedules will remain chaotic for several more days," the official added.

The government on Wednesday said the Indian Railways plans to develop two speed raising projects of 3,000 km on Delhi-Mumbai and Delhi-Howrah routes at an estimated cost of Rs 18,000 crore. The proposed speed under these projects will be 200 kmph.
Minister of State for Railways Rajen Gohain, in a written reply to a question in the Lok Sabha, said: "Two speed raising projects have been included in Pink Book 2017-18. The projects cover Delhi-Mumbai and Delhi-Howrah routes."
He said the 1,483 km New Delhi-Mumbai (via Vadodara-Ahmedabad) route has an estimated cost of

Rs 11,189 crore, and passes through seven States -- Maharashtra, Gujarat, Madhya Pradesh, Rajasthan, Haryana, Uttar Pradesh and Delhi.
"The 1,525 km New Delhi-Howrah route (including Kanpur-Lucknow), has an estimated cost of Rs 6,974 crore and passes through five States -- Delhi, Uttar Pradesh, Bihar, Jharkhand and West Bengal," Gohain said.
The Minister also said that the principal routes of the Railways on the Golden Quadrilateral along with diagonals (Delhi-Mumbai, Delhi-Howrah, Howrah-Chennai, Chennai-Mumbai, Delhi-Chennai and Howrah-Mumbai) carry about 58 per cent of freight traffic and 52 per cent of coaching traffic with a share of approximately 15 per cent of the network, which is about 9,100 km.
Gohain also said that the total average speed up to October 2017 of all goods trains is 23.1 kmph and passenger trains is 44.4 kmph in the country.

Indian Railways will soon bring for cabinet clearance an ambitious, Rs 18,000 crore ($3 billion) plan that involves fencing off the existing Delhi-Kolkata and Delh-Mumbai routes to speed up train movement in the country’s two busiest corridors. Besides fencing, the proposal involves track and signalling upgrades and elimination of unmanned level-crossings along the two major trunk routes — Delhi-Mumbai at 1,384 kms Delhi-Howrah at 1,450 kms. The cabinet is expected to consider the plan next month. “The proposal has already been cleared by the extended Railway Board, Niti Aayog and the Finance Ministry. Now it awaits Cabinet clearance — after which the project will commence,” a senior Railway Ministry official said. The ambitious project envisages taking train speeds up to 160 km per hour in the busy corridors. While the overall cost for the Delhi-Kolkata route is estimated at Rs 7,000 crore, that of the Delhi-Mumbai corridor is Rs 11,000 crore....
Of this, fencing alone will cost about Rs 2,200 crore. Fencing is a must for semi-high speed corridors as it prevents human or cattle interference on the tracks and ensures higher speeds and safety.
Describing it as a “paradigm shift” for the development of the rail network in the country, the official said once the route is fit for 160 kmph, the speed can be further upgraded up to 200 kmph. According to the feasibility study, it is a remunerative project with both routes having a high rate of return.
The official said that while the rate of return for the Delhi-Howrah route — which runs through major cities such as Kanpur and Lucknow — has been estimated at 18 per cent, it has been pegged at 14.7 per cent for the Delhi-Mumbai corridor that has cities such as Vadodara enroute. Currently, train speeds are greatly affected by network congestion. While the Railways is constructing dedicated freight corridors for the exclusive movement of the goods service, fencing off the existing Delhi-Mumbai and Delhi-Kolkata routes will enhance passenger movement on the existing tracks.
