Because the government wants to save money, the railway staff and officers are losing their love and passion for the job. The lower-level workers like group B, C, D, and ground staff are overworked because there are not enough employees, so they hire more contract workers who don't care much and work for low salaries. The CDO staff has to deal with infrastructure, parking space, and lack of manpower, so no matter how nice the trains look at first, they quickly become dirty and rundown. In the past, each type of train had its own distinctive look, but now all the trains look the same and none of them have well-maintained coaches. The officers don't have time to focus on improving the trains' appearance, and even if some rail enthusiasts try to make a difference, it won't last for long before the coaches become a mishmash of different styles.
