Rather they could have made Kolkata Dibrugarh Dihing Express daily via North Bank and that would also have been a brand new SF service. They couLd have also taken KOAA GHY Garibrath Express and diverted it via North Bank till DBRG. But why to tinker with already established legend in Kamrup Express
It still runs on the old route 5 days a week, but yes they could have started a new train from Murkongselek
It has been lifeline of the existing route/ region for decades!

absolutely! they could have started Murkongselek Kolkata Express daily for North Bank and Arunachal passengers. the rake could have been brought to DBRG from MGS as Murkongselek-Dibrugarh IC Express

It would have been good if they could run 2 days from Murkongselek to Howrah, rather than originating from Dibrugarh.
