CHINMAY~ 405 blog postsi think Railway Ministry think Surat people not afford Suvidha Train ticket , or Surat have only 45 Lac population may be in their eyes Surat is small station , but after all all train halt find Vadodara small than Surat , because it is division of W.R.
Vadodara is biggest Junction in Gujarat which connects to State Capital and as you said WR Divisional headquarters and Railway want end to end passenger's.
UDN (Udhna) is in Surat and this also a big Junction all tapti line train change route from here, Bhusaval, Nagpur, Howrah,Itarsi, and Chennai , than Junction is not issue this also connect india , but in Central always injustice to Surat about train halts
