Dear Sir,
The Electric to Diesel loco-change of trains viz. 13173/13174 SDAH - AGTL - SDAH Kanchanjungha Express and 13175/13176 SDAH - SCL - SDAH Kanchanjungha Express is now taking place at Jagi Road (JID). I tried to update it for both the respective trains but as there is no stoppage of these trains at JID, so I couldn't update.

Useful info, but a very unusual case as well. A loco is getting changed without giving a commercial halt.
Is Jagi Road a technical halt then for Kanchanjungha Express? And yes, you are correct. Until and unless, Jagi Road is included in the time table as some form of a halt (regular, technical whatever), most probably we can't use it as a loco changing point.
