I think, this train is also meant for Rameswaram and will go up to the same when pamban bridge is completed. TT of 16733(RMM-OKHA via KRR, SA,KPD) & this 09519 (MDU-OKHA via ,TPJ,VM,TNM,KPD) shares almost the same slot from KPD.
This decision might be taken to avoid SM complications and other PF issues at RMD/MNM. SM travel(RMD/MNM-MDU) also not needed as the train is terminating at MDU itself. If this is true, Overall, a good planning from SR ensuring western region connectivity to majority of TN as existing 16733...

This choice is probably to avoid SM fuss and other platform problems at RMD/MNM. No need for SM travel(RMD/MNM-MDU) since the train ends at MDU. If that's the case, it's a pretty smart move from SR making sure the west TN is connected through 16733 at KRR, this train and ADI-TPJ through VM-KPD and Mainline.
