MEMU car shed is made at KUR. So, automatically passenger trains around KUR/BBR areas will get first converted into MEMUs. You can see the fate of rake of BAM-CTC MEMU which has to forcefully come all the way to KUR from BAM once a week for getting regular maintenance. So its at starting phase. Let the time pass and soon more MEMU gonna start running.
May be like VSKP-BAM and BAM-CTC and CTC-BHC, like this.

Hope they do that soon. Even VSKP - Rayagada also a good choice to run MEMU as Rayagada has issues of rake reversal.
