Many of them would be knowing about antyodaya but the people travelling in general class are labourers and are poor and they want to save every single penny possible. Railways did a great mistake in keeping base fare of antyodaya higher than normal trains, even exploiting the poor. If the antyodaya would have run at normal fare then it would have a better patronage than present situation.
It used to run between Lucknow and Kota (according to the Altered trains page on IRFCA - No.31 on click here It was running between Lucknow and Kota at least as early as 1977 and the following document from 1978 mentions and extension to Gangapur City and diversion via Agra Fort, without touching Agra Cant.(click here
