Most trains DL1 and DL 2 effectively 90-120 seats and if they issue UR tickets at all stations people will prefer counter booking and how will they regulate tickets issue ? Trains in which D class are more are the ones where people generally don't travel in reserved class

No regulation of tickets will be there since they are UR coaches..in simple it's just pre Covid times..

In a train with 80 capacity and every station issues UR ticket then at a point there will be 160 travellers travelling in SLR bogies or they start occupying reserved coaches just pre covid. Till now in pandemic days too unauthorised travel is there is some train unofficially now it is official.
