According to form T/A 912 no train should be given /issued clearance untill the block section between two stations is cleared by the prior train.After confirmation only the next train should be allowed.So maybe controllers/SM to save detention had instructed to go more than the restricted speed as the speed is definitely not near 25/30 kmph.A incident of similar nature was seen in Southern railways where T/A 602 was followed by relief loco and the officers pressured to run the loco at 50 kmph instead 15 kmph.When Loco pilot refused he was given chargesheet which was later taken back after backlash.
