speed reduction came into effect on June 25th, 2024. The 'Kavach' system, developed by RDSO, is designed to automatically apply brakes in emergencies. The Agra division is working on the installation of 'Kavach' on an 80-km stretch between Mathura and Palwal for trial purposes.

The proposal to reduce speed is a temporary measure until the Kavach system is installed on all routes and trains. The proposed speed reduction affects several trains, including the Delhi-Jhansi-Delhi Gatiman Express (12050/12049), Delhi-Khajuraho-Delhi Vande Bharat Express (22470/22469), Delhi-Rani Kamalapati-Delhi Vande Bharat Express (20172/20171), and Delhi-Rani Kamalapati-Delhi Shatabdi Express (12002/12001). gayi hai. Railway accidents rokne ke liye, Kavach system ko lagane ka kaam tezi se chal raha hai. Jab tak har route aur train mein Kavach system nahi lag jata, tab tak speed kam karne ka yeh temporary measure hai. Is speed reduction se Delhi-Jhansi-Delhi Gatiman Express (12050/12049), Delhi-Khajuraho-Delhi Vande Bharat Express (22470/22469), Delhi-Rani Kamalapati-Delhi Vande Bharat Express (20172/20171), aur Delhi-Rani Kamalapati-Delhi Shatabdi Express (12002/12001) jaisi trains par asar padega. Agar yeh proposal maan liya gaya, to in trains ka travel time 25-30 minutes badh jayega.

hai, kyunki Delhi-Agra-Jhansi route pe Train Protection Warning System (TPWS) kharab hai. November 2023 mein pehle bhi yeh proposal diya gaya tha, lekin ab June 25th, 2024 ko fir se proposal aaya hai, kyunki TPWS abhi tak thik nahi hua hai. Isse kam se kam 10 premium train ke timings badalenge. Kuch log keh rahe hain ki isse high-speed trains ka asli maqsad pura nahi hoga, aur accident ke asli wajah ki jaanch kiye bina speed kam karna thik nahi hai.

yeh speed kam karne ka proposal diya hai, kyunki Delhi-Agra-Jhansi routes pe Train Protection & Warning System (TPWS) fail ho gaya tha. Railway Board ke is proposal ko approve karne ki ummeed hai, par ex-officials jaise ki Shubhranshu, jo Vande Bharat Express ke peeche dimag hain, yeh decision ko criticize kar rahe hain, unka kehna hai ki speed kam karke root cause of TPWS malfunction ko address nahi kiya ja raha hai, yeh solution nahi hai. Unka belief hai ki high-tech signalling equipment aur tracks ka proper maintenance karna jaruri hai, taki safe high-speed train operations ho sake.

According to some recent discussions in the forum, it is a temporary step, until the long awaited , so called "kavach installation" on 160 kmph routes. track-fitted RFID tags shall be used for communicating an upcoming signal in and level crossing in driver cabin. Also ,There have been recent instances of Gatimaan running way over PSR at places.

However, I still regard it as a retrograde step. Despite field trials between 2015-2017 and live demonstration in 2022 , It seems kavach installation has not been done on routes with trains running at 160kmph . None of the recent rail accidents (except in Balasore one) were trains running at 110 or 130 kmph , let alone 160 .

Some issues have been plaguing IR for long - Lack of proper fencing, lack of adequate security system, lack of R&D in improvement of rail security, huge vacancies - They are trying to brush these under the carpet by reducing speed in name of risk mitigation .

Quoting from the above article -"we were not able to run trains at 160 kmph because the track was not safe to operate at that speed. Unless the organisation is culturally ready to maintain high-tech signalling equipment, high-speed tracks and rolling stock, no matter what trains we buy or make, we will be constrained to run at lower speed only."

It is more of a coverup exercise - issues like lack of adequate high-tech signalling equipment, high-speed tracks , maintainance issues, long working hours of LPs and ALPs , snail's pace progress on installation of anti collision systems - they are trying to divert attention from these issues by reducing speed in name of "risk mitigation and security measures". God forbid , but accidents can happen, and, have happened in the past at even lower speeds .
