Anybody can book any RR with a ticket AFAIK. I recently stayed at TPJ AC RR with an unreserved passenger train ticket. I have stayed at UJN,BZA and NGP AC Dormitory with SL ticket.

Again Kishore don't go by what I experienced. In India rules are never the same at every place. Railway officials keep changing rules according to their whims and fancies.
