In fact the IRCTC(read Railway) is beating bush after snake.
The real culprits are nowhere in site but aam aadmi is suffering. The one who says authorized eticket agents are thugs than they must go to any Delhi station and see what is the rate of Tatkaal PRS ticket on a valid name.
