Yes investment will be huge.. but lets say if its properly planned it may take huge traffic off the narrow roads which otherwise in peak seasons go one for a couple of miles and vehicles gets stranded for hours together....
Also during other seasons IR can offer to ferry goods at bit cheaper rates which will; be a boon to people residing there

IR will blame British for not constructing one as they did for Ootacamand.
No more hill railway is possible, Britishers should have done this :P:P:P
