Not too sure of this but I think the system is programmed to first allot seats in the upper deck and then move to lower deck after those are exhausted. But this is just a hunch. Coz whenever I have booked in HWH-Dhanbad DD, I have always got seats only in the UD. And that is a SNOW WHITE ELEPHANT :)
