PUNE might not be having much crew trained for it. At that time there two more trains which needed crew for WDP-4D i.e. Jhelum and Azad Hind.

Crew is trained for EMDs already many WDG-4s are operating in the region. I don't think there is much difference in controls of DP-4 and DG-4.
