How about incorporating a new stats named "infractions" infront of all member's names. It will indicate how many times users have objected to concerned member's blog posts.
I know this is very controversial. As it will defame that member profile but it will also discourage all members to post such objectionable posts which will atttact objections from others.

be no more zone bashing, train bashing or any other inappropriate blogs.
All members are kindly requested to post their opinions and criticisms about it.
For eg. Screen name will be like "LHB FOR BSP RAJDHANI 1326 blog posts 10 correct predictions(90% accurate) 2 infractions"
