ER - WAP 7 for coalfield , Black diamond, Kalka mail etc., uses WAP 7 . Plus GZB is providing its link since HWH has WAP 4 in abundant.
CR - WAP 7 for Sewagram, Pune-Nagpur , occasionally Prerana and Godavari. CR has less because , AJNI WAP 7 can be used only between LTT-NGP , other routes are diesel (CR is Diesel Majorly), LTT-PUNE wont be used until CSTM is converted to AC
WCR has 27 . its WCR's fault for not allocating to WCR trains. It provides WAP 7...

Even LGD got WAP 7 after a long time . It got 30405 recently , before that it was 30345. see the difference.

Loco allotment is based on Individual zone's necessity and I agree WAP-4 will be transferred to DAUND ELS.. so According to necessity WAP-7 will be allotted to RPM and LGD

driving a 3 phase locomotive needs special training, as their controlling (which is VVVF based) is much different than the single phaser (which are tap changer based) ones. Just because neighboring shed has WAP7 doesn't mean you'll see them soon.
And loco individually may not make much difference, if the train has no sectional priority. A rajdhani with a WAM4 is more likely to reach on time than M/E with WAP7
