so tickets can not be book using IRCTC as ILP need to be produced

And how would govt know that you are an Indian, or a paki or from china ? Can you distinguish between the people of arunachal and people of china or myanmar ? That's why ILP is ruled..
There is no major restriction in Arunachal for Indians as Tourist,business,Labour,Private companies,NGOs etc. Only requirement is obtain ILP (upto 1 year ILP is issued) ,see click here
Personally I would like to see restriction removed and limited only to Frontier Districts like Tawang (like in Sikkim you only need permit to visit Border checkposts)

Yes U R right. For Border post is should be, but not in other places.
If anyone wish to enter Arunachal Pradesh, ILP is required at Gumto when you are travelling by train; and at Banderdewa when you are travelling by road. Without ILP you will not be permitted to enter Arunachal Pradesh.
