Where is the rule which says it has to be announced in RB? I am glad they didn't announce it coz the parliament would have been further paralyzed with disruptions. Infact politics has prevented many govts, both the present and past to defer policy decisions after the parliament session. The oppositions(both present nd past) would like to build the announcement up as anti poor (any hike is termed as anti poor) and disrupt the parliament. For some policies, legislation (parliament approval) is required and so they are announced in the parliament so that the parliament can discuss nd approve it.
Even for running new trains or new projects, parliament approval is not reqd but previous RMs used to do it...
