What about poor who want to travel by premium trains, I think they are not exactly remain out this mess.
And the point here is not about poor or richer it's about extra burden which has been imposed by the govt. over the people.
I'm not talking about that everything should be free or cheap, my focus is only at, Govt. could have announced this in RB. Announcing the increment in ARP was made in RB, but this couldn't. This kinda Politics I'm talking about.

Where is the rule which says it has to be announced in RB? I am glad they didn't announce it coz the parliament would have been further paralyzed with disruptions. Infact politics has prevented many govts, both the present and past to defer policy decisions after the parliament session. The oppositions(both present nd past) would like to build the announcement up as anti poor (any hike is termed as anti poor) and disrupt the parliament. For some policies, legislation (parliament approval) is required and so they are announced in the parliament so that the parliament can discuss nd approve it.
Even for running new trains or new projects, parliament approval is not reqd but previous RMs used to do it...

Well, if poor dont have money to travel, then they should not travel, ( for genuine cases like travelling for treatment etc, Govt gives concessions). Its not the govt fault if they dont have money to travel
See bro both direct & Indirect taxes have its pros & cons. We need to have a balanced system of Taxation where both direct & indirect taxes are levied in proportion which depends upon many factors. If we highly depend upon indirect taxes, it will give rise to inflation. Further shortcomings of Indirect taxes are that its levy is not depend upon ability to pay. Further, IDT also lead to cascading effect of tax. Hence, it is good if we have balance in proportion of direct & indirect taxes.
