There is no politics in this. I would say, finally govt has got their senses right. Realisation dawned upon them that subsidised fares wont rescue railways nor will it usher in development. Hence we need more money.

Now direct taxation will bring questions and also people who may not be using these services will be taxed. Hence taxes will be collected from people who utilise them. Poor people may nt necessarily use e ticketing, hence they remain out of this mess. Whereas people who can pay, will be taxed.
