I dont think so as RB has allocated funds separately(in pink book) for SWR for YNK-penukonda doubling ... so SWR may do it on its own....

Recently there was news of expediting YNK-Penukonda doubling that will also start do wait /blog/post/1434771
Let's not debate the naming of Bengaluru city under this topic. Both are completely separate issues. SWR should speed-up the tasks bla bla bla.. I completely agree with it.
On the other hand renaming as Krantiveera Sangolli Rayanna shouldn't be criticized.
