as I have a ticket in 2 AC from JBP to BSP but will have to board from KTE/KMZ instead, so can I travel in 2 AC of any train from JBP to KTE?

no no no, you cannot travel in any other train in 2A or any other class (3A, SL , UR) with your JBP-BSP ticket. you will have to purchase unreserved ticket for JBP-KTE/KMZ

but what kind of a rule of IR is this?
When I cannot even board from the boarding station they should allow for such a travel or return 2 AC fare from JBP to KTES
This is simply looting passengers due to the mistakes by IR itself

unfortunately, that is what the rule book is currently. Coz railways considers the ticket for that particular train, and not particular stretch (in-case train is missed or diverted and passenger decides to travel ). TTE wont allow you on any other train in any other class and will treat you at travelling without a proper ticket and will impose fines
