I can not understand the benefit to passengers, for the rule that two charts shall be prepared one four hr before and one half hr before and one that waitlisted persons need to cancel the tickets one and half hr before the departure. How come then the chart which would be prepared before 30 minute shall capture the name of waitlisted tickets if you force them to cancel their tickets 90 minutes in advance.

Obviously if WL after charting you can cancel your ticket,before 30 mins from Dep of train is time limit if you miss it you can forget about getting refund.
