I can not understand the benefit to passengers, for the rule that two charts shall be prepared one four hr before and one half hr before and one that waitlisted persons need to cancel the tickets one and half hr before the departure. How come then the chart which would be prepared before 30 minute shall capture the name of waitlisted tickets if you force them to cancel their tickets 90 minutes in advance.

Will online E wait listed ticket after chart preparation will get auto cancel or not?
Main benefits are
1. If seats are available in particular train, then passenger's need not run to station immediately for booking current ticket, they can book online.
2. If someone wants to travel by this train by any how (very urgent need), then he can take waitlisted ticket from counter just before boarding to train and need not pay fine (Rs. 350 for sleeper) at the last moment to board the train.

Its applicable for all trains...Second chart is only a departmental thing where in if any bookings from current shall be added and handed over to TTE, which used to be done earlier also manually.
Fully WL E-ticket after charting shall be cancelled automatically as earlier...
