charging too much fare - for years we have enjoyed subsidised train fares. Wonder why nobody said fares are so low. IR lost out on the lucrative freight business because freight charges were used to subsidize passenger fares. Now majority of freight movement is through roads. In order for railways to survive, fares had to increased. There wasn't any way out. The public wouldn't have supported privatisation or raise some funds through a equity issue.
