On the advent of Railway Budget 2016-2017 many news we have seen like:
1 Shatabdi Exp to get Semi High Speed Coach with new color scheme.
2 Emphasis is given on manufacturing of "Anubhuti Coaches" with amenities like Airplane etc.
But, as a Rail Enthusiast I think both of the above noted Proposal are nothing but a "Publicity Stunt" on part of the Railway

Ministry. Why ?
Point No: 1: Most of the Shatabdi Exp of IR is now provided with Linke Hoffman Busch(LHB) Coaches (Except Swarna Shatabdi running with mixture of ICF & HLHB Coaches) which has the potential of running 160km/hr. But in reality most of the Shatabdis are running on an average 110 to 120 kmph due to the track speed limit as fixed by RDSO for various sections of IR. So the full potential of LHB Coaches is underutilized due to speed limit fixed by RDSO for various sections of IR. So when the potential of present LHB Coaches is underutilized so why IR is thinking to replace Shatabdi Coaches with Semi High Speed ones don't know ....
Point No: 2: Recently after the Inauguration of Mahamana SF Exp it is seen that a craze is seen for "Anubhuti Coaches" and I think this is the impetus on part of IR for which the second proposal is announced. But I would like to add here that "Anubhuti Coaches" won't give the Passengers any Security in case of any accident as because these decorated "Anubhuti Coaches" are nothing but the "Modernization of OLD ICF Mail/Exp Coaches". IR may convert all the "Worn Out ICF Bogies" to Anubhuti with Facility like Airplane but it is to be kept in mind that if any fatal incident occur then "Heap of Death and casualty" won't be saved at any cost. IR is just want to be-fool the commuters here by adding new look to OLD Worn Out Coaches and shifting the Focus from the "Replacement of ICF Coaches with safe and secured LHB Coaches"( Already we know the Safety of LHB very well from numerous BLOGs and NEWS here)
What IR has done regarding increase of production of LHB Coaches in spite of knowing that it is much more safe than ICF ones ?
Still RCF Raebarrilli is not fully operational and LHB Production Scenario is so gloomy in IR why ? Can IR have any answer ?
Why the Long Pending Projects like "Increase Capacity of homing 3-Phase Loco in ELS TATA" under "Plan Head 42 of E-Loco Website" (Projects regarding ELS & ETS) is still pending for more than 6 years ? IR Officers don't have any answer... (Screenshot Attached)
So much "Hue and Cry" is seen regarding Shatabdi trains but why in spite of a "VVIP Train" many Shatabdi still run with WAP-1/WAP-4/WAM-4 in IR ?
I don't think Rail Officers has any answer for the above noted queries.
It would be better if Hon'ble RM do something constructive rather spending money on projects which does not serve any benefit to the commuters in the Long Run.(Like Semi High Speed Coach, Bullet Train, Anubhuti Coach Production etc)

Regarding point 1, I think these are not going to be brand new coaches. Most probably, the LHB coaches currently being used will be overhauled with a pneumatic second stage suspension to provide more ride comfort and make it safer for higher speeds ( Currently the DD coaches have this and the original LHB rakes also had it).
LHB production is one problem, but a greater problem is the lack of HOG systems in our locos. Many zones are reluctant to switch to LHB rakes because currently they require diesel EOG cars, which greatly increases the running cost of the train. of speeds we see in IR, ICF coaches, when carefully maintained, can also be safe. LHB is still safer, but you can see that this is a matter of cost more than anything else. For the railways, it is more economical to spend some more time in maintenance and be more cautious while running the train, than spending on thousands of litres of diesel per trip! Only if HOG systems become common, will LHB become economical for all the zones. Currently, they are an attractive option only for the highly patronized, high income trains.
The Anubhuti concept is a good one, but IR should be more clear about communicating about the improvements in the coaches. First of all, these are not just repainted, 'worn-out' coaches. These are coaches that have been properly rehabilitated. During the overhaul done in the mid life coach rehabilitation workshop, the entire coach is completely refurbished. Parts that have reached the end of their codal life are replaced and the entire internals are stripped and updated. These are as good as newly manufactured coaches. Also, these coaches are provided with bogie mounted air brakes, making them have better braking performance and improving the coach integrity and safety. If the rake that is being converted has CBC couplers, then even the safety during crashes also increases. This kind of overhaul can be done on every kind of coach with only a small cost. There is no problem with running Shatabdi services with WAM4/P1/P4 in sections where the MPS itself is not more than 110kmph. Even P1 is capable of 130kmph and the conventional locos, while not as advanced as their 3 phase counterparts, are no less than 3 phasers when it comes to reliability and safety. In fact, using P7 and P4 for Shatabdi kind of trains is a waste of a locomotive and first priority for P7 or P4 should be the longer, heavier trains. P5 ( in areas with higher MPS) and WAP1 ( in areas of lower MPS) are the best suited for such short trains and also the most efficient utilization of resources.
