Simple explanation is that IR struggles a lot in places where topography is rugged. In plains IR can do fast work but in these places every project whether new line or doubling or gauge conversion progresses at tortoise pace.
We must thank Britishers who constructed important routes in mountains and ghat sections, I think IR has not even added 25% to what Britishers left.
