Suppoe after chart preparation of train (12301) it has seats avl in current booking which do not get filled upto train departure. Now the seats will remain vacant.
The next stop is dhn under rlwl and has quite long waiting list. Now my question is that whether this vacant seat (ex-hwh) can be utilized by dhn to clear the wl or dhn can allot seat only to the quota it has been given...

yes Vacant ones will go to next Charting Stn.
after charting at RL Stn it will be avl for Current bookings for that stn as well.. (Here DHN). post 2nd charting vacant if any will move to next RL Charting stn for RLWL clearance & so on.

Does this mean that every station on the route will have a fresh list of chart prepared at the time of departure at each station?
