पड़ी ओर मैंने देखा की इस ट्रेन का इंजन धुंए के साथ साथ आग भी निकाल रहा था।

That is why cooling problems are more in Diesel Locomotives with respect to Electric Locomotives. In U.S.A. and Canada you can easily see more number of Diesel Locos as the climate is very cold and cooling is achieved very easily.

Not exactly. These flames are more due to improper fuel injection rather than the locomotive being too hot. And cooling problems are not really higher in diesel locos. Even electric locos, especially 3 phasers, have power electronics operating at very high voltages, leading to a lot of heating. Though EMD's like WDP4/G4 and e locos like WAP7 are both 3 phase locos, WAP7 locos have had severe heating issues while the diesel EMDs have had absolutely no issues even though they are running in the high temperatures of India. This is simply because of faulty design. Design plays a more important role than the type of loco.
And the reason why the US and Canada prefer diesel traction

is simply because they have deemed diesel traction to be more efficient for their traffic patterns and track length. Temperature is not really a factor here.
