Nope . As one member pointed out about UR , its the best example . There ppl sit in their desired places and makes this thesis a void one , one more example is the RMS part in UR. In so many trains RMS part will be empty( like Blue Mountain where postal related stuffs are loaded at CBE and for ALLP MAS where many RMS sacks are taken out at CBE), so the physics law mentioned here is violated here right ? as one half coach is jam packed and the other half is empty yet the train travels without hassles. !!
