From these 2 zones which is best in coach and station maintainance and introducing new trains?

Consider maintenance aspects, its always SWR. SR gets more trains than SWR.
Historically, SWR (aka Bangaluru/Hubli) had never been a match of SR (aka Chennai) because of following reasons:
(1) SR is one of the oldest zone and one of the 4 focal points (Other 3 being Kolkata, Mumbai & Delhi), which mark the development of railways in India since last 16 decades. Bengaluru on the other hand came into prominence since last 25-30 years especially after it became major IT centre of India.Hence the existence of much poor rly network of SWR as compared to SR. SR (unlike SWR) is well connected to all the major cities through fast & convenient rail network.
