The highest altitude train i.e. Tibet Railway of China operate trains at 160kmph which is restricted to 100 kmph on permafrost region. Let us see how our trains in Kashmir Valley, Arunachal fare when completed!
They operate at 120kmph, not 160. The Qinghai-Tibet railway is operated with diesel locomotives with operational speeds of 120kmph on normal terrain and 100kmph on Permafrost ( as you stated).
The terrain in Arunachal is different from the Tibet plateau with more hills and less plains, so operational speeds may be restricted.
