It's an internal survey conducted by Railway ministry to access the working of top brass of any Zone and Division and you know what, these survey results will have an impact on the promotion of the official too. So basically the main motive of this Survey was to create a healthy competitive atmosphere in between different zones, nothing more.

To aap kehna chaah rahe hai ki NWR ko 2nd or 3rd position pe hona chaahiye
NWR was originally envisaged to include kota division also in addition to existing divisions, but Kota division was given to WCR when 6/7 new zones were created in a single stroke instead of actual requirement of 3/4 zones). After losing, the most vibrant division Kota (having plenty of BG mainline), the NWR was formed with majority of MG and slower rail lines and the loss making divisions. Even then a great improvement has been there in NWR with respect to its Operating ratio, freight loading and passenger traffic. OR of NWR is better than many zones and it was giving operational surplus when SR was giving operational losses. So NWR is not a failure zone. After 3-4 years, when western DFC is likely to be operational, and ADI-JP-Delhi line shall also be fully electrified and substantially doubled, the NWR shall get the much needed improvement in the quality of train...
